The Horry County Clerk of Court is responsible for processing circuit court case records, among other duties. Court records are documents generated during legal proceedings, such as criminal case files, bankruptcy records, and records from family or probate court.

They contain information about these legal proceedings, including names of the parties involved, dates of hearings, testimony and evidence, and rulings in cases. Court records are kept in office for a period of time and then archived at Records Management or disposed of. Most are considered public records, though some information may be redacted when copies are provided to the public. In some cases, court records may be sealed and require a court order to access, but many others can be accessed easily online. The current Clerk of Court is Renee N. Elvis.
Court records from the Horry County Fifteenth Judicial Circuit are indexed online. These records are searchable by court type, court agency, case number, case type and subtype, name of the parties or businesses involved, a date range, and action type. Information provided in the search includes the names and addresses of parties involved in the case, a list of associated cases and actions, and the case number. Some documents, such as notices of electronic filings, are directly available through the portal.
Copies of court records may be requested from the Clerk of Court. Requests should provide the name, phone number, and address of the person making the request and as much of the information about the records sought as possible. This could include: the full name and any other names case could be filed under; phone number and current address; case number; the specific need the request is meant to fill; and indication of if the records should be certified or not. Certified records are stamped by the custodian of records to indicate they are true copies of the originals.
